Abstract Questions of modeling of characteristics of the phase shifter on the basis of the reconstructed band blocking filter representing a set of resonators loops are considered. The pass-band of the device is formed by resonances of these resonators and control by connection of capacities (varactors) to the ends of loops. For the numerical analysis the software of electromagnetic modeling of FEKO is used, the solution of a task is received by an exact method with use of function of Green of the multilayered medium. Calculations were carried out in the range of frequencies for various values of capacity of varactor elements. Amplitude-frequency and phase-frequency characteristics insertion S21 and the return S11 losses and the frequency characteristic of coefficient of power standing wave (VSWR) were investigated. At increase in capacity of the varactor (that corresponds to change of the operating voltage) occurs pass-band shift in area of lower frequencies. In the range of frequencies of 1,75–2,4 MHz level of insertion losses don"t exceed 1 dB, and level of the return losses isn"t worse than -9 dB.
